By shifting focus toward an amendment to the Government’s upcoming EU Reset Bill, the Liberal Democrats aim to transform a symbolic gesture into a binding legal duty. To succeed, they must navigate a high-stakes procedural game and trigger a historic Labour backbench revolt.
1. The Strategy: From Symbolism to Law
The Lib Dems' primary challenge is twofold: overcoming the parliamentary "limbo" of Private Member’s Bills and forcing a vote that the Government cannot ignore.
The Private Member's Bill (The Long Shot): Currently, opponents can "talk out" the bill by filibustering until the 2:30 PM Friday deadline. To stop this, the Lib Dems need a Closure Motion. This requires the Speaker’s approval and at least 100 MPs to be present in the chamber on a Friday 16th January —a day when many return to their constituencies—to force an immediate vote.
The EU Reset Bill Amendment (The Power Play): In January, the Government will introduce its own "EU Reset Bill." Unlike a PMB, this is major legislation. The Lib Dems plan to table an amendment that would place a legal duty on the Government to begin negotiations for a bespoke UK-EU Customs Union by 2030.
2. Courting the Rebels: The Labour Revolt
With a substantial Labour majority, the Lib Dems cannot win alone. They are targeting the "soft underbelly" of the Labour Party: MPs whose seats depend on manufacturing, export-heavy industries, or have strong pro-European demographics.
"For every one of the thirteen Labour MPs who stood with us to pass the first hurdle, there are a dozen more who know the economic truth: bureaucracy is killing our businesses," says Al Pinkerton MP.

Goods Focus: Covers most manufactured goods to eliminate friction, while potentially excluding sensitive agricultural products.
Parallel FTAs: A "piggyback" clause requiring the EU to ensure that any third-party country signing a trade deal with the EU also enters parallel negotiations with the UK.
