1.5 Million Sheep at Risk: Government "Asleep at the Wheel" Over Shearing Crisis.. Alistair Carmichael MP.

A growing animal welfare emergency is threatening British sheep flocks this summer, with an estimated 1.5 million sheep potentially going unshorn. The crisis, fueled by a critical shortage of professional shearers, has sparked a fierce backlash from the House of Commons Environment, Food and Rural Affairs (EFRA) Select Committee.
​Committee Chair Alistair Carmichael MP has slammed the government’s lack of preparation, citing a direct link between Home Office visa restrictions and the looming welfare disaster.

​The alarm was raised following a recent committee session where senior civil servants from the Department for Environment, Food and Rural Affairs (Defra) appeared blindsided by the scale of the labor shortage.

When I raised these issues with senior civil servants in Defra last week it was clear that they were not aware of the issue, let alone on top of it, it is time that they got a grip."

​The shortage stems from the Home Office's refusal to grant seasonal visas to specialist shearers from the Southern Hemisphere, particularly New Zealand, who traditionally bolster the UK workforce during the peak summer months. Without these experts, farmers warn of a surge in flystrike (a painful and often fatal condition), heat exhaustion, and severe mobility issues for livestock.  

​The Policy Divide: Bureaucracy vs. The Farm
​The tension revealed in the committee room highlights a widening gap between government policy and rural reality.

​The Home Office Position: Maintains a strict adherence to points-based criteria and encourages domestic recruitment. However, industry experts argue that shearing is a highly technical skill that cannot be filled by an untrained domestic workforce on short notice.
​The Liberal Democrat Critique: The party argues that the "shocking" lack of departmental awareness proves that Whitehall is failing to "rural-proof" its decisions. They are calling for emergency visa flexibility to prevent what Carmichael describes as a predictable welfare catastrophe.

​The Liberal Democrats have long campaigned for a more responsive immigration system that acknowledges the unique seasonal demands of British agriculture. Their official Fair Deal for Farming policy includes:

​Visa Reform: Overhauling the Seasonal Agricultural Workers scheme to ensure specialised roles like sheep shearing are protected.
​Rural Proofing: Ensuring that Home Office policies are vetted for their impact on food security and animal welfare before they are implemented.
​A Duty of Care: Holding Defra accountable for ensuring that labor shortages do not lead to systemic animal cruelty.

​With the shearing season rapidly approaching, the EFRA Committee is demanding an immediate mitigation plan from Defra to ensure that the 1.5 million sheep at risk are shorn before the summer heat intensifies.
