A Dangerous Abdication of Leadership: Why Labour’s Cuts to Climate Change Funding Threaten Our National Security.

​For decades, the United Kingdom has prided itself on being a "Green Britain", a nation that understands that our security at home is inextricably linked to the stability of the natural world abroad. Yet, in a move that has sent shockwaves through the environmental and international development communities, the new Labour government has chosen to ignore the warnings of its own security experts. By slashing funding for International Climate and Nature Official Development Assistance (ODA), the government is not just balancing books; it is burning bridges and dismantling the very defenses that protect us from a destabilised world.

​The Liberal Democrats have long argued that climate policy is not a "fringe" concern or a luxury to be discarded when budgets get tight. It is the cornerstone of 21st-century diplomacy and safety. The recent decision to retreat from our international commitments represents a short-sighted betrayal of both our global responsibilities and our national interest.

​A Risk to Britain and the World
Liberal Democrat including ​Pippa Heylings MP - Energy Security and Net Zero Spokesperson, have been tireless advocates for environmental integrity. 

Pippa Heylings MP challenged the government’s recent reckless cuts that have alarmed many on both sides of Parliament.

​"I am shocked by this short-sighted Labour government’s spending cuts to international climate and nature ODA, which put Britain and the world at risk," Heylings stated. "We cannot insulate ourselves from the effects of global ecological collapse by simply turning inward. These cuts are a gift to instability." Pippa Heylings MP.

​The logic behind the Liberal Democrat position is clear: the climate crisis is a "threat multiplier." When we fund nature restoration and climate resilience in developing nations, we are preventing the conflicts and mass migrations of tomorrow. To cut this funding now is the definition of "penny wise and pound foolish."

Ignoring the Experts
​The most baffling aspect of the Government’s decision is its willingness to fly in the face of overwhelming evidence—some of which the government itself tried to keep from the public eye.

"The World Bank says climate change could drive 200 million people to leave their homes, the World Health Organisation says climate change is now the biggest threat to human health." "Furthermore, the Government’s own National Security Assessment on Global Ecosystems, which it tried to suppress, couldn’t be clearer: ecosystem collapse is highly likely to drive national security risk." ​When the Ministry of Defence and security intelligence agencies identify ecosystem collapse as a primary driver of future conflict, a responsible government should increase its investment in "soft power" and climate mitigation. Instead, Labour has chosen a path of retrenchment that ignores the terrifying reality of climate-induced displacement and the spread of zoonotic diseases.

The Liberal Democrat Alternative: A Real Green Global Goal
​The Liberal Democrats believe that the UK must lead by example, not by retreat. Our policy is rooted in the understanding that the climate emergency and the nature emergency are two sides of the same coin.

Restoring the 0.7% ODA Target: The UK must return to spending 0.7% of GNI on international aid immediately, ensuring that a significant portion of this is ring-fenced for climate adaptation and nature-based solutions.

Global Nature Recovery: Advocating for a "Global Nature Recovery Fund" to help developing nations protect biodiversity hotspots, which act as the planet's carbon sinks.

Climate Justice: Recognising that those who have contributed least to global emissions are suffering the most, we support robust "Loss and Damage" funding to help vulnerable nations cope with the unavoidable impacts of the climate crisis.

A Choice Between Leadership and Irrelevance
​By slashing ODA for climate and nature, the Labour government is signaling to the world that Britain is no longer a serious player on the global stage. We are abandoning our allies in the Global South and leaving a vacuum that will be filled by more cynical geopolitical actors.

​The Liberal Democrats will continue to fight these cuts and demanding that the government listen to its own security experts. The UK must stop viewing climate aid as "charity" and start seeing it for what it truly is: an essential investment in a peaceful, stable, and habitable future for everyone.

​The evidence is in. The experts have spoken. The only thing missing is a government with the courage to act.
