Breathing Life Into Our High Streets: The Liberal Democrat Plan to Revitalise Our Communities

For too long, the British high street, the historic beating heart of our communities, has been left to wither. From boarded-up windows to cracked pavements, the decline of our town centres isn't just an eyesore; it’s a symptom of a broken economic system.

​While the previous Conservative Government’s economic mismanagement sparked the crisis, the current lack of vision from Labour has left local entrepreneurs treading water. Liberal Democrats believe it is time for a bold, community-led rescue plan. At our recent conference, members passed a comprehensive new policy designed to turn "ghost towns" back into vibrant hubs of commerce and culture.

Slashing Costs for Local Traders
​Our small businesses are being taxed out of existence while global online giants thrive. We cannot expect our high streets to recover if the deck is stacked against local traders.

​The Liberal Democrat plan starts with immediate, practical relief:

An Emergency VAT Cut: We are calling for a temporary reduction in VAT from 20% to 15% for hospitality and attractions. This isn't just a lifeline for pubs and cafes; it’s a boost for families struggling with the cost of living.
A Fairer Tax System: We would scrap the outdated business rates system entirely, replacing it with a Commercial Landowner Levy. This shifts the tax burden from struggling tenants to the landowners, ensuring that productive investment is rewarded rather than penalised.
Ending "Ghost Landlordism": No more hiding behind offshore shell companies. We will require overseas landlords to provide UK contact details and close the loopholes that allow units to sit empty and neglected.

​From Shopping Aisles to Community Hubs
​A successful town centre must be more than just a place to buy milk; it must be a place to belong. We want to transform vacant units into Community Hubs, streamlining planning rules so that empty shops can quickly become art spaces, childcare centres, or youth clubs.

​To support this, our "High Streets Back Home" scheme will allow residents to invest directly in their own neighbourhoods—supporting heritage restoration and backing local enterprise spaces. By encouraging "Homes Above Shops," we can also bring residents back to the heart of town, creating a built-in customer base for local businesses.

Safe, Clean, and Accessible
​Pride in our town centres is impossible if people don't feel secure. Anti-social behaviour and organised crime have been allowed to go unchecked for too long.

​We are demanding a zero-tolerance approach:
​A Dedicated Taskforce: We’re calling on the National Crime Agency to dismantle the organised gangs behind the rise in shoplifting.

Smarter Streets: Investing in better lighting and CCTV to ensure everyone feels safe visiting their local shops after dark.
Better Access: We will fund high-quality pedestrianisation and active travel projects, while ensuring parking charges support, rather than hinder, evening footfall.
