Broken Promises and Decaying Scanners: The Liberal Democrat Plan to Fix the NHS Capital Crisis

The Liberal Democrats have intensified their criticism of the previous Conservative government’s handling of the health service, arguing that the NHS’s future was repeatedly undermined by a cycle of overpromising and underdelivering. Party leadership pointed to a systemic failure to protect long-term investment, noting that over £4bn disappeared from the NHS’s capital budget in the five years leading up to 2019 simply to plug holes in public finances and cover day-to-day spending deficits.

​Had capital spending levels merely matched existing benchmarks during that period, an additional £30bn of capital would have flowed into the health service to modernise facilities. Instead, the party warns that the UK is facing a "broken" infrastructure legacy that is directly impacting patient safety.

Ancient Equipment and "Decaying" Diagnostics
The Liberal Democrats have highlighted in Parliament the physical toll this underinvestment has had, leading to a visible decline in the quality of care environments and the tools doctors rely on.

​The scale of the crisis was laid bare by shocking new data uncovered by the Liberal Democrats, which revealed that 8 in 10 hospitals are currently operating with outdated machinery. The findings show that nearly 400 X-ray machines, MRI scanners, and radiotherapy units are over a decade old. This persists despite official advice from NHS England that CT and MRI scanners should be replaced every ten years to ensure they continue to produce clear images and operate reliably.

​The data, gathered from 48 hospital trusts, showed some worry patterns of aging equipment; with NHS staff using X-ray  machines as old 30 years and 18-year-old MRI scanners.

​A Call for a "Crumbling Hospitals Taskforce"
The situation as a scandal that betrays both patients and overstretched NHS staff.

“It is a scandal that life-saving diagnoses are being left to machines that may be older than the staff operating them. Our patients are being put at risk by ancient and unreliable equipment, whilst our hard-working staff are being pushed to breaking point. ​In response to the crisis, the Liberal Democrats are advocating for a fundamental shift in how the health service is maintained. Central to the plan for the NHS is the creation of a dedicated "Crumbling Hospitals Taskforce."

​This taskforce would drive a ten-year capital investment programme designed to overhaul the NHS estate. The Liberal Democrat plan focuses on:
Repairing Infrastructure: Addressing the backlog of maintenance for hospital and GP buildings, including removing dangerous RAAC (concrete) and fixing sinking floors.
Modernising Equipment: Investing in a rolling replacement cycle for MRI, CT, and X-ray machines to ensure every patient receives high-quality care.
Strategic Investment: Moving away from "plugging holes" in finances and toward a sustained ten-year capital plan to end the scandal of life-expired buildings and equipment.

​As the party continues to champion their manifesto pledge for a "fair deal" on the NHS, the Liberal Democrats maintain that only a radical reinvestment in technology and buildings can rescue the health service from the "ancient and unreliable" state left behind by years of mismanagement.
