Ending the Maternity Crisis: Why the Liberal Democrat £600m Rescue Plan is a Moral and Economic Imperative

For decades, the United Kingdom has prided itself on a National Health Service tha is free at the point of use and world class in its delivery. Yet, for too many expectant mothers, that promise has been shattered. Today, Liberal Democrat Leader Ed Davey has unveiled a transformative £600 million Maternity Rescue Plan, designed to end a "dark era" of negligence and underfunding that has left nearly two-thirds of maternity units in England failing safety benchmarks.

​This is not merely a policy announcement; it is a moral crusade. With 65% of maternity units currently rated as "inadequate" or "requiring improvement" by the Care Quality Commission (CQC), the Liberal Democrats are asserting that "good enough" is no longer an option when lives are on the line.

A Crisis Written in Statistics
​New analysis of official NHS maternity data, released today by the Liberal Democrats, paints a harrowing picture of a system pushed to the breaking point. In 2024, cases of postpartum haemorrhage (heavy bleeding after birth) rose to 147,692, an increase of 13,600 since 2020. This now represents a staggering 27% of all deliveries.
​The data further reveals that emergency C-sections and severe tears in childbirth have climbed to record levels. Behind every one of these statistics is a family traumatised, a mother in recovery, or a child starting life with avoidable complications.

​"In my own community in Shropshire, we’ve seen the devastating toll that failures in maternity can take on families,"  "It beggars belief that vital maternity services remain under-staffed and underfunded while mothers go without the care they need and the NHS spends billions on compensation for negligence. ​The constituency of North Shropshire was the epicenter of the Ockenden Review, which exposed systemic failures leading to the deaths of over 200 babies. Her advocacy highlights a painful truth: these are not "isolated incidents," but the result of a decade of managed decline. 

The Four Pillars of the Rescue Plan
​The Liberal Democrat plan focuses on immediate, high-impact clinical interventions to ensure Britain becomes the safest place in the world to have a baby:
​1. One-to-One Midwife Care
​We are guaranteeing one-to-one care from a dedicated midwife for every woman in labour. Current staffing shortages often leave midwives juggling multiple births simultaneously, a practice that increases the risk of complications and leaves mothers feeling isolated and afraid. Continuous support is proven to reduce the need for intervention and improve emotional outcomes.

​2. Ending the "After-Hours Lottery"
​It is a scandal that 73% of maternity units currently lack a consultant obstetrician at night, despite the fact that babies do not follow a 9-to-5 schedule. The Liberal Democrats will ensure that at least one consultant obstetrician is resident on every labour ward 24/7. This ensures that high-level clinical expertise is always available to intervene when seconds matter, regardless of whether it is a Tuesday morning or a Sunday night.

​3. Reversing Heartless Cuts
​We will fully restore the ring-fenced funding for complex pregnancies and bereavement care. In an act of profound short-sightedness, the Government previously slashed this funding from £95 million to just £2 million. We will reverse these cuts in full, ensuring families facing the most difficult circumstances receive the specialist care they deserve.

​4. Accountability: A New Maternity Commissioner
​To ensure these promises become reality, we will appoint a National Maternity Commissioner. This independent watchdog will be responsible for overseeing improved levels of care and ensuring that the findings of reviews like Ockenden and Kirkup are never again "kicked into the long grass."

​Fixing Crumbling Wards: The Capital Investment Programme
​Safety is as much about the environment as it is about the people. More than half of England’s maternity units currently require repair. Our plan includes a new Capital Investment Programme to:

​Restore the 42% of units requiring major structural work.
​Perform immediate repairs on the 7% of units at risk of imminent breakdown.
​Deliver new, high-quality facilities such as bereavement suites, ensuring a private and dignified space for families during their darkest hours.

The Economic Logic: How the Plan is Funded
​Critics often ask how such an ambitious plan can be afforded. The Liberal Democrats argue that we cannot afford not to do this. The current system is a fiscal black hole: the NHS spent £1.3 billion on maternity negligence claims in 2024 alone. Since 2019, the total bill for maternity negligence has reached £27.4 billion.

​To fund the £600 million annual investment, we propose a clear economic strategy:
The "Prevention Dividend": By investing £600 million in safety and staffing now, we aim to drastically reduce the billion-pound annual compensation bill. Spending money to prevent tragedies is not just compassionate; it is fiscally responsible.

Reforming the Bank Surcharge: By reversing the Government's cuts to the Bank Surcharge, we can generate significant revenue to fund frontline clinical staff.

Digital Services Tax: We would slightly increase the tax on the massive profits of tech giants to ensure those who benefit most from our economy contribute to our most vital public services.

Closing Tax Loopholes: By cracking down on tax avoidance and evasion by large corporations, we can ensure the funding for our crumbling wards is secured through fair taxation.
