Lib Dems Move to Force Government Hand on IRGC Proscription.
The Liberal Democrats have announced bill that will urgently proscribe the Iranian Revolutionary Guard Corps (IRGC), accusing the Government of "dither and delay" in the face of escalating Middle East conflict.
The move follows a tense exchange during Foreign, Commonwealth & Development Office (FCDO) questions, where Foreign Secretary Yvette Cooper declined to commit to emergency legislation despite direct questioning from the Liberal Democrats.
A History of Inaction
The Liberal Democrats have been consistent in their call for the IRGC to be designated a terrorist organization since 2024. This latest legislative push aims to force the Government to implement recommendations made by Jonathan Hall KC, the Independent Reviewer of Terrorism Legislation, whose report on the matter has been public since May 2025.
Party leadership argues that while the IRGC has long been the primary architect of domestic repression in Iran, its activities now pose an immediate threat to UK national security, specifically targeting Iranian and Jewish communities across Britain.
"No More Foot-Dragging"
Calum Miller MP, the Liberal Democrat Foreign Affairs Spokesperson, emphasised that the current geopolitical climate leaves no room for administrative hesitation.
“There are precious few certainties in the turmoil created by Trump and Netanyahu's unilateral military action - least of all whether any of this will bring freedom and security for Iranians who deserve a better future.
One certainty is that the IRGC, if given the chance, will double down on its campaign to export terror to the UK.” Calum Miller MP
The human cost of the Government's current trajectory, noting that the delay in proscription directly impacts the safety of British citizens.

The Road Ahead
The proposed Bill seeks to bypass the current diplomatic deadlock and ensure the group is outlawed imminently. The Liberal Democrats contend that waiting another ten months for Government action is an unacceptable risk.

The party is calling on MPs from across the house to support the measure and prioritise national security over continued departmental review.
