Liberal Democrat MPs have brought this issue to the forefront of the national conversation, demanded that the Government stop treating Landfill Tax as a "cash cow" while ignoring the devastation left in the wake of illegal operators.

The figures involved are staggering. According to HMRC, provisional Landfill Tax receipts reached £486 million in 2024-25. This tax was originally designed as an environmental incentive to encourage recycling and penalise waste. However, the sheer scale of the levy has inadvertently created a massive incentive for criminals to bypass legal channels to avoid high fees.
While the Government recently announced an additional £45 million for the Environment Agency to tackle waste crime over the next three financial years, many argue this is a drop in the ocean compared to the revenue being raked in.

Earlier this Oxfordshire, Miller highlighted a massive 150 meter long illegal waste dump near Kidlington, describing it as "pollution on a grotesque scale, however this is not an isolated case.
The burden of action has frequently fallen on the victims. Communities are finding that they have to become amateur detectives and community organizers just to get a response from overstretched authorities.

A National Crime Agency (NCA) Crackdown: Miller has specifically called for the NCA to investigate the most serious cases of waste crime, treating it as the organized criminal activity it truly is.
Empowering Local Authorities: Lib Dem led councils are already taking the lead, such as in St Albans where they increased fly-tipping fines based on a sliding scale of environmental damage.
A "Waste Crime Action Plan" with Teeth: The party advocates for more than just "welcome steps." They want a permanent, adequately funded unit that uses "police-style" powers, including restriction orders that can shut down illegal sites within 72 hours to stop criminals before they establish a foothold.
Reforming the Landfill Tax Rebate: The Liberal Democrats support a Landfill Tax Rebate scheme to ensure the levy isn't a barrier to clearing high-risk illegal waste sites that threaten local health and biodiversity.
The Road Ahead
The £45 million injection is a start, but it is insufficient if the Treasury continues to benefit from the very system that criminals are exploiting. Until there is a dedicated, heavily-resourced waste crime unit capable of dismantling these networks, the "rubbish rebellion" will continue to grow.
