A National Emergency: The Liberal Democrats’ Plan to End the Agony of Cancer Waiting Times
The true measure of a society is how it cares for its most vulnerable in their moment of greatest need. Today, that measure is falling dangerously short. New, harrowing data analysis has revealed a healthcare system in crisis: last year, a record 106,810 cancer patients were left in limbo, waiting more than two months to start urgent treatment.
This is not just a statistic; it is the highest number on record and a damning indictment of years of mismanagement. Behind every one of those 106,810 figures is a mother, a father, a child, or a friend. It is a person whose life has been suspended in a state of terror, waiting for the care that could save them.
The Cost of Delay
Medical research is unequivocal: speed is the most decisive factor in cancer survival. A delay of just four weeks can reduce a patient's chances of survival by an average of 10%. By allowing over 100,000 people to wait double that time, the system is failing its most basic duty.
Liberal Democrat analysis of NHS data for 2025 shows that 83% of NHS trusts missed the operational standard that 85% of patients should be treated within 62 days. Even more distressing is the fact that in twelve trusts, at least half of all cancer patients waited longer than the 62-day standard.

The Liberal Democrat Guarantee: Law, Not Just Luck
We believe that your chance of survival should not depend on your postcode or the efficiency of a struggling bureaucracy. The Liberal Democrats are campaigning for a Legal Guarantee that 100% of patients start treatment within 62 days of an urgent referral.
To turn this guarantee into a reality, we have proposed a comprehensive, fully-funded rescue plan for cancer services:
Investing in Technology: We will deliver 200 new staffed radiotherapy machines and establish new radiotherapy centres to eliminate "radiotherapy deserts", areas of the country where patients must travel hours for life-saving treatment.
Bolstering the Frontline: We will recruit 3,000 more cancer nurses, ensuring every single patient has a dedicated specialist to support them through their journey.
Global Innovation: We are calling for a new “Cancer Fellowship” scheme to welcome world-class scientists from the US whose research has been defunded, ensuring the UK remains a global leader in oncology.
Two-month cancer treatment guarantee: A new target for 100% of patients to start treatment for cancer within 62 days from urgent referral, with this right written into law. Currently this is only a government pledge, and 40% of patients wait longer than 62 days.
Halve the time for new treatments to reach patients: It takes an average of 11 months for a new medicine or medical technology to be approved and available to patients in England, compared to just 4 months in Germany. We will expand the MHRA’s capacity to speed up that process.
Pass a Cancer Survival Research Act:. New legislation modelled on the US law signed by President Obama in 2013. It would require the Government to coordinate and ensure funding for research into the cancers with the lowest survival rates, including lung, liver, brain and pancreatic cancer.
Save the National Cancer Research Institute: The Government is presiding over the closure of the National Cancer Research Institute, which was established in 2001 and plays a vital role in coordinating cancer research, due to uncertainty over research funding. Its closure has been described by one oncology professor as like “turning off air traffic control and hoping the planes will be fine”.
Improve support for patients and their families. Recruit more cancer nurses so that every patient has a dedicated specialist supporting them throughout their treatment. Ensure patients and their families are given information about charities, patient support groups and financial support at every key stage: referral, diagnosis and starting treatment.
Restoring the Heart of the NHS
The Liberal Democrats have always been the party of the NHS. We refuse to accept the "new normal" of record-breaking waiting lists and managed decline.
