The Great Sewage Cover-Up: Why the Liberal Democrats Are Demanding the Truth About Our Waterways

For too long, the true scale of the destruction being wrought on our rivers and coastlines has been hidden behind a wall of corporate obfuscation. Today, the Liberal Democrats are launching a major campaign to "End the Great Sewage Cover-Up," demanding an end to the transparency gap that allows water companies to treat our environment like an open sewer.

​New government data reveals a staggering 291,492 sewage spills across England in 2025 alone. Yet, beneath these headline figures lies a darker reality: there is currently no legal requirement for water companies to monitor or report the volume of sewage dumped, only the duration.

A League of Shame: The True Scale of the Crisis
​The latest figures paint a grim picture of negligence. At the top of the "league of shame" for the total number of spills is United Utilities, which recorded a gut-wrenching 60,843 individual discharges. They are followed closely by Yorkshire Water, with 51,431 spills, and South West Water, which recorded 46,164. Rounding out the top five are Severn Trent Water (36,471) and Northumbrian Water (27,776).

​While the Government attempts to claim that spills are down, the intensity and frequency of these discharges remain devastating. South West Water leads the country in the average number of spills per storm overflow at 34.0, followed by United Utilities (26.8), Yorkshire Water (23.6), Welsh Water (23.3), and Wessex Water (18.3).

​When we look at how long these companies are polluting, the numbers are even more alarming. Thames Water recorded the worst average duration at 11.7 hours per spill event, followed by South West Water (8.8 hours), Wessex Water (7.8 hours), Southern Water (7.4 hours), and Anglian Water (6.1 hours). These aren't just statistics; they represent millions of hours where filth was actively pumped into the heart of our communities.

Davey: "Families Left to Swim in Filth"

​Liberal Democrat MPs have  slammed the current reporting system as a national scandal that protects corporate profit over public health.

​"The Great Sewage Cover-Up is a national scandal. It is not enough to know how long a sewage spill lasted; we need to know the sheer volume of waste being dumped to understand the true scale of this destruction," 

​"While water bosses pocket massive bonuses and hike up bills, our families are being left to swim in filth. Liberal Democrats are demanding an end to this cover-up. It’s time the true extent of the sewage crisis is revealed." Ed Davey MP-Leader Liberal Democrats 

​The Liberal Democrats have long campaigned for a radical overhaul of water regulation, insisting that the era of self-regulation must come to a definitive end.

The "Guinness" Comparison: Why Volume Matters

​Liberal Democrat MPs havs highlighted the absurdity of the current monitoring system, noting that measuring pollution by time rather than volume is a deliberate tactic to obscure the truth.

​"I have never heard anyone say 'I'll have three and a half seconds of Guinness, please.' By measuring in time, not volume, these companies deliberately obscure how much they are polluting our waterways with sewage,"

The Government's recent White Paper, A New Vision for Water, released in January 2026, failed to include any commitment to volume monitoring.

The Liberal Democrat "Clean Water" Mandate

​The Liberal Democrats are not just calling for change; we are prepared to force it. Our party is planning to table amendments to the upcoming Water Reform Bill expected in the King’s Speech.

​"It's time for a new Clean Water Authority to replace Ofwat, and a ban on water company executive bonuses until sewage dumping ends. We must end this sewage scandal," the party has declared. Our comprehensive plan for our water industry includes:

A New Clean Water Authority: Scrapping the toothless Ofwat and replacing it with a regulator that prioritizes the environment over shareholders.

Mandatory Volume Reporting: Forcing companies to report exactly how many millions of litres of filth are being discharged, ending the "Great Sewage Cover-Up."

Banning Bonuses: Ensuring that not a single penny of performance-related pay reaches the pockets of water bosses while our rivers are being poisoned.

Public Benefit Model: Transforming water companies into "Public Benefit Companies," ensuring they are focused on the public good rather than rapacious profiteering.

​The public deserves to know the truth about the water they swim in and the rivers they love. Until we measure the true scale of this destruction and hold those at the top accountable, the cover-up will continue. It is time to stop the excuses and start cleaning up our country.
